Resolution by ICCAT on Cetacean Encirclement (23-15 BYC).

The ICCAT encourages Contracting Party and Cooperating non‐Contracting Party, Entity, or Fishing Entity (CPCs) to prohibit intentional purse seine sets on tuna schools when cetaceans are present in the Convention area. If cetaceans are unintentionally encircled, vessels must take all reasonable steps to ensure their safe release and report details of the incident, including species, number, location, and outcome. CPCs are encouraged to include information on the implementation of this Resolution in their annual reports. Additionally, the Standing Committee on Research and Statistics (SCRS) is requested to develop best practice guidelines for safe handling and release of cetaceans, and fishermen should be trained and equipped to apply proper mitigation and release techniques.
