This Law provides for public procurement in Delta State. The Law defines the following relevant terms: accounting officer; awarding authority; contract; goods, as objects of every kind and description including raw materials, products and equipment and objects in solid, liquid or gaseous form and electricity as well as services incidental to the supply of the goods; guidelines; High Court of Delta State; Small and Medium Enterprises; procurement proceedings; works, as works associated with the construction, reconstruction, demolition, repair or renovation of a road or building structure or works. The Law concerns the following matters: establishment of the Delta State Public Procurement Council; functions and meetings of the Council; establishment of the Public Procurement Commission and specification of its functions; funds of the Commission; legal proceedings; fundamental principle for Procurement; elaboration of a procurement plan; open or selective competitive bidding; various types of procurement contracts; disposal of public property; offences.
