The Primary Production Climate Change Adaptation Action Plan 2022–2026 outlines the Victorian Government’s strategic approach to supporting agriculture, plantation forestry, and productive fisheries in adapting to climate change. Developed as part of Victoria’s broader Climate Change Strategy under the Climate Change Act 2017, the Plan identifies climate risks and opportunities across the primary production system, which includes infrastructure, workforce, and communities. It sets short-, medium-, and long-term objectives to build adaptive capacity and resilience, aiming for net zero emissions by 2050. The plan addresses climate impacts such as increased temperatures, reduced rainfall, extreme weather events, and water scarcity, which threaten productivity, supply chains, and community wellbeing. It also highlights cross-system risks involving transport, health, water, and the natural environment. Adaptation actions are structured around four priorities: strengthening value chains, enhancing research and innovation, improving information and skills, and building government capacity. Sixteen specific actions are proposed to assess risks, promote collaboration, support vulnerable groups, and improve emergency response and policy alignment. The Plan emphasizes the importance of transformational adaptation, including changes to land use, production models, and business practices. It recognizes the role of Traditional Owners, rural communities, and industry stakeholders in shaping resilient systems. Monitoring and evaluation will be embedded to ensure continuous improvement and accountability. The Plan is supported by existing strategies and programs, including energy efficiency grants, climate-smart farming initiatives, and regional partnerships. It aligns with Victoria’s Climate Change Strategy and contributes to statewide adaptation priorities.
