This ASEAN Framework Action Plan on Rural Development and Poverty Eradication (2011–2015) aims to reduce rural poverty and promote sustainable development across Southeast Asia, where 70% of the poor live in rural areas. Guided by the ASEAN Charter and Millennium Development Goals, the Plan envisions progressive, self-reliant rural communities and focuses on improving access to resources, social protection, and livelihood opportunities. It addresses key challenges such as food insecurity, climate change, limited infrastructure, and uneven economic growth, emphasizing inclusive participation of governments, civil society, and private sectors. The Plan outlines six priority components: sustainable rural economic growth, food security and climate resilience, social protection and safety nets, infrastructure and human resource development, constituency building, and monitoring and evaluation. Actions include promoting microfinance, crop diversification, climate adaptation training, ICT use, and regional cooperation. Operational strategies stress multi-stakeholder engagement, knowledge sharing, and resource mobilization to build resilient communities and narrow development gaps within ASEAN.
