Mbala District Integrated Development Plan 2024–2034.

The Mbala District Integrated Development Plan 2024–2034 is a comprehensive strategic framework developed by the Mbala Municipal Council to guide the district’s transformation over the next decade. Rooted in Zambia’s Vision 2030 and the Eighth National Development Plan, the IDP envisions Mbala as a hub of agricultural productivity and tourism, with equitable service distribution and a commitment to environmental sustainability by 2034. The plan is the result of extensive consultations with local communities, traditional leaders, government departments, and development partners, ensuring that it reflects the needs and aspirations of all stakeholders. The IDP adopts a holistic, cross-sectoral approach, addressing economic transformation, human and social development, environmental sustainability, and good governance. Agriculture is recognized as the backbone of Mbala’s economy, and the plan sets out to increase productivity, promote value chains, expand irrigation, and improve extension services, while encouraging climate-smart practices and mechanization. The fisheries and livestock sectors are targeted for growth through disease control, infrastructure development, and sustainable management, with investments in service centers, quarantine facilities, and improved pastures. Tourism development leverages Mbala’s rich natural and cultural heritage, including Kalambo Falls and the Moto Moto Museum, aiming to diversify tourism products, upgrade infrastructure, and promote community-based and agritourism initiatives. The plan also emphasizes the protection and promotion of heritage sites. In health and education, the IDP outlines the expansion of facilities, recruitment of staff, improvements in maternal and child health, and enhanced quality and access to education, with a focus on reducing dropout rates and promoting skills development. Water, sanitation, and housing are prioritized through the expansion of clean water access, improved sanitation, and the upgrading of informal settlements. The plan also addresses the provision of affordable housing and the development of public amenities. Environmental sustainability is a central theme, with strategies to manage forest reserves, reduce deforestation, promote community forestry, and build resilience to climate change. Social welfare and community development are advanced through expanded social protection programs, women’s empowerment, adult literacy, and strengthened infrastructure and human resources. The IDP also calls for the upgrading of transport and communication networks, increased access to clean and renewable energy, and a reduction in reliance on charcoal and wood fuel. Implementation is supported by a robust monitoring and evaluation framework, clear targets, and a financial plan that draws on local revenues, government grants, donor funding, and public-private partnerships. Cross-cutting issues such as gender equity, youth empowerment, disability inclusion, and HIV/AIDS are integrated throughout the plan. In summary, the Mbala District Integrated Development Plan 2024–2034 provides a detailed and actionable roadmap for sustainable and inclusive development. By integrating economic, social, and environmental priorities and fostering broad stakeholder engagement, the plan aims to position Mbala as a model for rural transformation, resilience, and prosperity in Zambia
