The Act reforms and consolidates Uganda’s tourism laws, providing a comprehensive framework for licensing, regulating, and controlling the sector in line with government policy, while transforming the Uganda Tourism Board into a private‑sector‑driven body. It establishes a tourism development levy and a Tourism Development Fund, repeals previous tourism legislation, and preserves existing assets and rights. The Act defines the Board’s corporate status, governance, functions, and responsibilities, including marketing Uganda as a sustainable destination, promoting domestic tourism and investment, supporting education and research, managing standards, and delegating duties to local governments. It creates a licensing regime for tourist accommodations, facilities, travel agents, tour operators, and guides, with penalties for unlicensed operations. Financial management, accountability, and oversight of the Tourism Development Fund are mandated, while general provisions cover liability, statutory liens, reporting, use of the Board’s seal, good-faith protections, and Ministerial powers to issue regulations on registration, standards, levy administration, and enforcement.
