This Decree aims to modernize and reorganize the institutional structure of the National Institute of Colonisation and Agrarian Reform (INCRA), by approving its updated Regimental Structure and the Demonstrative Framework of Commissioned Positions and Trust Functions. It seeks to realign INCRA’s internal organization with current federal administrative policies, ensuring improved governance, efficiency, and clarity in institutional responsibilities. To accomplish this, the decree remaps, transforms, and reallocates various commissioned positions (DAS, FCPE, FG, CCE, FCE) across INCRA and the Ministry of Economy’s Secretariat of Management, thereby optimizing human‑resource distribution and strengthening administrative capacity. Additionally, the Decree intends to harmonize INCRA’s operational functioning with legal frameworks governing public administration by updating procedures, ensuring compliance with internal management regulations, and revoking previous decrees that no longer reflect institutional needs. These changes reinforce INCRA’s ability to execute its core mandate—land governance, agrarian reform, territorial regularization, and conflict mediation—through enhanced administrative structure, clearer lines of authority, and updated managerial instruments. The overall objective is to increase the organization’s effectiveness and adapt it to evolving national priorities in land policy, agrarian development, and public administration modernization.
