Resolution 24/04 of the Indian Ocean Tuna Commission (IOTC) establishes a Regional Observer Scheme (ROS) to strengthen the collection of verified scientific and compliance data on tuna and tuna-like species in the IOTC area. It requires Contracting Parties and Cooperating Non-Contracting Parties (CPCs) to ensure at least 5% observer coverage for vessels 24 meters and above, and smaller vessels operating beyond national EEZs, with human observers potentially complemented or replaced by electronic monitoring systems (EMS) that meet ROS standards; an indicative 5% coverage is also set for artisanal fisheries through field samplers. The Resolution creates a regional pool of trained, registered observers, defines key terms, and assigns detailed responsibilities to CPCs and observers, including data collection on catch, bycatch, discards, gear, and compliance, as well as standardized reporting to the Scientific Committee under confidentiality rules. It provides for capacity support to developing coastal CPCs, and applies relevant provisions to EMS.
