The Resolution establishes and supports an experimental research project on biodegradable fish aggregating devices (BIOFADs) in the Indian Ocean purse seine tuna fishery to reduce synthetic marine debris and ecosystem impacts associated with conventional FADs. It requires clear marking and traceability of BIOFADs, reporting of activities and catches by participating and non-participating vessels, and submission of scientific results to inform future FAD management decisions. Annex I details technical and operational guidelines, including the testing of biodegradable materials and three prototype designs (superficial, semi-superficial, deep), prohibition of synthetic components, deployment of 1,000 paired BIOFADs and conventional FADs, strict identification systems, and comprehensive data collection and reporting protocols to assess environmental and socio-economic viability.
