This Resolution of the Indian Ocean Tuna Commission establishes an updated Regional Observer Scheme for tuna and tuna-like fisheries to address low coverage, limited monitoring of artisanal fleets, and recurring non-compliance, with the objective of collecting verified scientific data to support conservation and implementation of Commission measures. It requires Contracting Parties and Cooperating Non-Contracting Parties to ensure minimum observer coverage for larger vessels and certain smaller vessels, allows the use of Electronic Monitoring Systems where standards are met, and introduces indicative monitoring of artisanal landings through field samplers, while setting detailed responsibilities for observer recruitment, safety, reporting, data submission, and contribution to a regional observer pool under Scientific Committee oversight.
