Resolution 25/02 on the Vessel Monitoring System (VMS) Programme.

This Resolution of IOTC establishes an updated, mandatory satellite-based Vessel Monitoring System (VMS) for Contracting Parties and Cooperating Non-Contracting Parties operating in the IOTC area, and reinforcing VMS as a core tool for fisheries conservation, management, and compliance. It applies to all vessels of 24 metres or more in length and to smaller vessels fishing outside their flag State’s Exclusive Economic Zone (EEZ) for IOTC-managed species, requiring CPCs to ensure that their Fisheries Monitoring Centres receive standardized data on vessel identity, position, and time at least every four hours. The Resolution mandates tamper-resistant and continuously operating VMS devices, sets backup and manual reporting requirements in case of technical failure, and establishes data-sharing obligations in specific circumstances, including unauthorized entry into another CPC’s EEZ.
