The Philippines’ updated National Disaster Risk Reduction and Management Plan (NDRRMP) 2020–2030, prepared under Republic Act No. 10121, revises the earlier 2011–2028 plan to align with major global and regional frameworks adopted after 2015, including the Sendai Framework, Paris Agreement, 2030 Agenda for Sustainable Development, New Urban Agenda, International Health Regulations, and relevant ASEAN and APEC DRR instruments. It frames disaster risk reduction and management (DRRM) within a broader resilience and human security approach, integrating DRRM with climate change adaptation, environmental management, and sustainable development, and reaffirming the vision of safer, adaptive, and disaster-resilient Filipino communities. The Plan restructures actions under the four statutory DRRM pillars—prevention and mitigation, preparedness, response and early recovery, and rehabilitation and recovery—while adopting updated guiding principles such as all-hazards, human rights–based, whole-of-government, and whole-of-society approaches. It defines 23 outcomes, 50 outputs, and 206 activities grouped into Disaster Risk Reduction, Preparedness and Response, and Build Back Better, with emphasis on risk-informed planning, resilient infrastructure and livelihoods, nature-based solutions, social protection, and inclusive measures. Implementation assigns clear institutional roles, establishes phased timelines (2020–2030), sets up a results-based monitoring system aligned with the Sendai Framework, promotes increased investment in prevention and preparedness, and strengthens localization through LGU planning and broad stakeholder participation.
