This Plan is the strategic planning instrument guiding socio-economic development within Mazabuka District over a ten-year period. It provides a framework for action by government institutions, the local authority, and stakeholders. It reflects a transition from sector-based planning to an integrated, multi-sectoral approach aligned with Zambia’s Seventh National Development Plan (7NDP), localizing national development priorities within the district context. The IDP establishes mechanisms for planning, budgeting, land use management, infrastructure development, and service delivery within a unified development framework. The goal of the plan is to guide Mazabuka District to become a developed, industrious, prosperous, and climate-resilient district by 2031. This is anchored on a diversified economy driven by agriculture and manufacturing, with emphasis on agricultural value addition, road infrastructure to enhance accessibility, expanded water supply coverage, and service delivery systems. The plan is informed by a participatory planning survey that identified development challenges, including poverty, access to education and health services, infrastructure, rates of deforestation, spatial growth, and gaps in water and sanitation services. Strategic objectives include poverty reduction, economic diversification, infrastructure upgrading, environmental management, and access to safe water and sanitation by 2030. The IDP incorporates a spatial development framework, sectoral programmes, and an implementation plan detailing phased projects and institutional responsibilities. It outlines investment priorities and estimates a resource requirement of ZMW 405,272,386 to support planned interventions across sectors. The plan includes stakeholder participation, inter-institutional coordination, and monitoring and evaluation mechanisms to guide implementation. The IDP functions as a structured development and investment guide intended to promote coordinated growth, public service provision, and resource management within Mazabuka District.
