Decision No. 757/QD-TTg on approving the Plan to implement the Agreement on Port State Measures to prevent, deter and eliminate illegal, unreported and unregulated fishing of the Food and Agriculture Organization of the United Nations (FAO) until 2025.

This Decision establishes a national plan through 2025 to implement the Food and Agriculture Organization's (FAO) Agreement on Port State Measures. Its primary objective is to prevent, deter, and eliminate illegal, unreported, and unregulated (IUU) fishing by establishing a legal framework for controlling foreign vessels entering Vietnamese ports. This includes vessels engaged in fishing, transporting, or transshipping marine products of foreign origin intended for import, temporary admission, re-export, or transit through Vietnam. The plan outlines several key tasks, including the designation and publication of specific ports authorized to receive foreign vessels. It mandates the enhancement of legal frameworks regarding port entry permission, inspection procedures, and the refusal of port use for non-compliant vessels. Furthermore, it emphasizes capacity building through training for port inspectors and officials, the establishment of information-sharing mechanisms with international organizations, and the application of technology such as telecommunications and remote sensing for monitoring. Responsibility for implementation is distributed among several government bodies. The Ministry of Agriculture and Rural Development serves as the lead coordinator. The Ministry of Transport is responsible for port regulations and inspections, while the Ministry of Finance (specifically the General Department of Customs) handles cargo verification and budget allocation. The Ministry of National Defense provides support through port inspections and the management of fisheries data related to national security.
