Law No. 14.647 approving the Participatory Multi-Year Plan (PPA) of the State of Bahia for 2024-2027.

This Law establishes the Participatory Multi-Year Plan (PPA) of the State of Bahia for 2024-2027. The Plan is designed as the central instrument of medium‑term governmental planning, aiming to guide public action through strategic, integrated, and results‑oriented programming. Its core objectives include improving the population’s quality of life, guaranteeing rights, promoting equity and diversity, and reducing social and territorial inequalities. Environmental, social, and economic sustainability is a foundational principle, as is the pursuit of integrated and sustainable development aligned with the long‑term plan Bahia 2035. The PPA also seeks to strengthen participation of society, reinforce transversal coordination among government policies, and ensure that actions are articulated around clear indicators and measurable commitments. Operationally, the PPA organizes government programmes into thematic and special categories, each structured around indicators, commitments, and initiatives designed to address specific public policy problems over the four‑year cycle. It also establishes mechanisms for alignment with annual budgets, continuous monitoring, and systematic evaluation—essential elements of its governance model. The plan emphasizes intersectoral collaboration, risk‑aware management, and the generation of robust, reliable data to support decision‑making. Through these governance tools, the PPA aims to maintain coherence between long‑term strategic vision and short‑term budgetary execution, enabling adaptive revisions in response to social, economic, and political changes throughout the 2024–2027 period.
