This Law establishes measures to improve energy performance and promote the efficient use of energy across all sectors of the Republic of North Macedonia. It applies to energy producers, distributors, suppliers, large energy consumers, public institutions, private enterprises, and households, requiring the implementation of measures to reduce energy consumption, optimize processes, and support sustainable development. The Law aims to enhance energy efficiency, lower operational costs, and reduce environmental impacts associated with energy use. Some key provisions include the requirement for energy management systems and regular energy audits for large consumers, which identify opportunities for energy savings and ensure systematic monitoring of energy use. The Law also introduces energy performance certifications for buildings, industrial facilities, and other installations, providing standardized methods to assess efficiency and enabling transparency for investors, operators, and consumers. Buildings are classified according to their energy performance, encouraging the adoption of efficient design, renovation, and operational practices to reduce energy losses. This Law regulates energy labeling and performance standards for equipment, appliances, and industrial technologies, promoting the use of high-efficiency products. Public authorities and institutions are expected to implement energy efficiency measures in state and municipal buildings, including optimized heating, cooling, ventilation, lighting, and electrical systems, demonstrating leadership and setting an example for other sectors. To support implementation, the Law establishes technical and financial incentives, including grants, subsidies, preferential loans, and technical support, enabling public and private entities to carry out energy-saving projects, retrofit buildings, and adopt energy-efficient technologies. It sets out monitoring, reporting, and verification requirements to ensure compliance and track progress toward national energy efficiency objectives, with obligations proportionate to the scale and type of energy use. In terms of supervision and enforcement, designated state authorities are authorized to conduct inspections, monitor compliance, and impose penalties or corrective measures for violations. The Law also emphasizes public awareness, education, and capacity building, fostering a culture of responsible energy use and promoting understanding of energy efficiency benefits among citizens, businesses, and institutions.
