The document approves the Rules for providing interbudgetary transfers from the federal budget to regional budgets. These transfers are intended to compensate agricultural producers for losses caused by natural emergencies. The Rules define the types of natural events eligible for compensation—such as drought, frost, flooding, storms, earthquakes, wildfires, and other extreme phenomena—and establish that the Ministry of Agriculture is responsible for assessing damages. The allocation of funds to each region is calculated according to a formula that takes into account the total federal budget available, the coefficient applied to the type of natural disaster, and the damage assessed for that region. Transfers are provided based on a formal agreement between the Ministry of Agriculture and the regional executive authority. This agreement outlines the purpose of the funds, conditions for their use, reporting obligations, timelines, and the mechanisms for monitoring compliance. Regions may also use their own additional resources to support recovery measures. The Rules also specify how funds are transferred, spent, and accounted for. Regional authorities must submit monthly reports on expenditures, and any unspent funds remaining at the start of a new fiscal year must be returned to the federal budget. Failure to return unused funds results in compulsory recovery by the Ministry of Finance. Oversight of the proper and lawful use of transfers is carried out by the Ministry of Agriculture together with the Federal Service for Financial and Budgetary Supervision.
