The main objective of the Law is to establish the State Policy on Environmental Services (PESA), a comprehensive framework designed to guide the public sector’s actions in promoting sustainable development and expanding the provision of environmental services throughout Mato Grosso. The Law aligns state efforts with federal legislation and applies to individuals and legal entities—public or private—that act as providers, payers, or mediators of environmental services. Through its guiding principles of “provider‑receiver,” “user‑payer,” and sustainable development, the Law seeks to incentivize the protection, conservation, restoration, and sustainable use of natural resources, while recognizing the importance of traditional communities, family farmers, and urban actors in generating positive environmental externalities. PESA will be implemented in accordance with Federal Laws No. 6.938 of 31 August 1981 and other legislation. In addition, the Law aims to operationalize PESA by defining strategic directives and instruments that support environmental services and their valuation. These include mechanisms such as payment‑for‑environmental‑services programs, resource management tools, technical assistance, and the creation of state inventories and registries. The Law identifies a broad set of activities that qualify as environmental services—from forest conservation, carbon stock enhancement, climate regulation, and water‑resource protection to urban sustainability initiatives, waste management, biodiversity conservation, and practices ensuring the well‑being of domestic and wild fauna.
