Law No. 13.192 establishing the State Programme for the Permanent Donation of Inputs and Equipment within the State Secretariat of Family Agriculture (SEAF).

This Law establishes establishes the State Programme for the Permanent Donation of Inputs and Equipment within the Secretariat of Family Agriculture (SEAF) of Mato Grosso, with the overarching objective of strengthening family farming, promoting sustainable rural development, and supporting income generation in rural areas. The Law seeks to ensure the productive inclusion of family farmers by guaranteeing access to agricultural machinery, vehicles, equipment, implements, seeds, seedlings, and other essential production inputs. Grounded in state, federal, and international frameworks —including Brazil’s national agricultural family policy, Mato Grosso’s rural development guidelines, and several UN Sustainable Development Goals— the programme aims to expand infrastructure, enhance production capacity, and reduce socioeconomic inequalities in rural regions. In addition, the law defines the structure and operational mechanisms of the programme, identifying eligible beneficiaries such as municipalities, public consortia, public institutions, and civil‑society organizations supporting family agriculture. It regulates the types of equipment and inputs that may be donated, sets criteria for prioritizing municipalities, and establishes obligations regarding maintenance, proper use, sustainability practices, and accountability to avoid misuse. The programme also outlines funding sources—including state budget allocations, rural development funds, federal transfers, partnerships, and donations—to ensure its long‑term continuity.
