This Law establishes Regional Units of Basic Sanitation (URSBs) in the State of Mato Grosso with the primary objective of reorganizing and strengthening the governance, planning, and provision of sanitation services across all 141 municipalities. The law seeks to promote regionalized management in accordance with Federal Law No. 11.445 of 2007, enabling municipalities to jointly adopt efficient models of water supply, sewage treatment, solid‑waste management, and drainage services. It sets clear procedures for municipal adhesion, mandates the development of technical, economic, and operational feasibility studies, and ensures participatory governance through executive and collegial bodies that include municipal, state, and civil‑society representatives. The overarching aim is to achieve universal access to potable water (99%) and sewage collection and treatment (90%) by 2033, as required by national sanitation guidelines. In addition, the law creates the State Incentive Program for Basic Sanitation (PROSAN/MT) to support the implementation of URSBs and help municipalities meet universalization targets. It authorizes the state government to develop regional sanitation plans, structure management models, facilitate credit lines, and offer financial or technical incentives to municipalities. The Agency for the Regulation of Delegated Public Services (Ager/MT) is designated as the regulatory and oversight authority, ensuring compliance, transparency, and quality control.
