Law No. 25.072 creating the Veterinary Passport.

This Law creates the Veterinary Passport as an instrument to regulate and facilitate the free movement of animals within the State of Minas Gerais. Its primary objective is to simplify and innovate animal transit procedures while ensuring effective sanitary control, disease prevention, and animal health protection. The Law allows the Sanitary Passport, issued by the Minas Gerais Agricultural Institute (IMA), to replace the traditional Animal Transit Guide (GTA) for a defined period, provided that mandatory vaccinations, clinical examinations, and laboratory tests are valid. The Law aims to promote safer participation of animals in agricultural, cultural, sporting, leisure, policing, and therapeutic activities. In particular, it seeks to strengthen the State’s animal health policy by reinforcing compulsory vaccination programs against brucellosis and rabies in herbivores, improving traceability of animal movements, and enhancing oversight responsibilities of the IMA. It contributes to the protection of public health, livestock production, and the agricultural economy by reducing sanitary risks associated with animal transit. Through regulatory integration, procedural efficiency, and enhanced disease control, the Law aims to balance greater mobility for animal owners with robust safeguards for animal and human health across the state.
