This Law establishes the Rural Agent Programme in the State of Ceará as a public policy instrument to expand technical assistance and rural extension services for family farmers, under the responsibility of the Technical Assistance and Rural Extension Company (Empresa de Assistência Técnica e Extensão Rural - EMATERCE). Its primary objective is to improve agricultural productivity by providing structured, continuous technical support tailored to the realities and potentialities of family‑based rural production, thereby contributing to increased income generation and employment in rural areas. More specifically, the law aims to promote an educational and systematic process grounded in scientific methodology and participatory approaches, fostering the dissemination appropriate agricultural technologies. It seeks to strengthen the organization of family farmers and their representative groups, encourage collective strategies such as joint input purchasing, and ensure the training and in‑service capacity building of rural extension agents.
