Complementary Law No. 247 establishing the Western, North-Central and South-Central Water and Sewage Micro-regions and their respective governance structures.

This Complementary Law establishes the Western, North-Central and South-Central Water and Sewage Micro-regions of Ceará, with the primary objective of regionalizing the planning, regulation, supervision, and provision of public services related to water supply, sanitary sewage, and urban stormwater management. By creating intergovernmental public entities with deliberative and regulatory authority, the law seeks to integrate state and municipal action in the management of sanitation services, ensuring coordination, efficiency, and legal certainty in the execution of functions of common public interest, in line with federal sanitation policy and universalization goals. The law also aims to strengthen governance, social participation, and equity in access to sanitation services through structured decision‑making bodies, technical committees, and participatory councils that promote transparency and public oversight. It seeks to guarantee service provision to municipalities with lower income indicators, support tariff uniformity and subsidy mechanisms, enable regional scale solutions, and clearly define institutional responsibilities.
