This Law establishes the Ceará State Solar Energy Incentive Fund (FIES) in the State of Ceará with the objective of promoting the installation, operation, and maintenance of solar power plants and supporting manufacturers of solar energy equipment within the state. It seeks to stimulate both the generation and consumption of solar energy by mobilizing public and private financial resources, attracting investments across the solar energy production chain, and expanding the use of renewable energy in public administration and the broader energy market. Through the creation of a dedicated financial instrument managed by state development institutions, the law aims to strengthen Ceará’s solar energy sector, foster sustainable energy development, and support the transition toward cleaner and more diversified energy sources.
