This Government Resolution is aimed to ensure the registration of breeding animals, breeding herds, and breeding farms, as well as the collection, processing, analysis, and storage of relevant data. Its implementation is entrusted to the Ministry of Agriculture. The Regulation defines the objectives, tasks, principles, structure, and functioning of the system. Its main purposes are to support digital information exchange among public authorities, regional bodies, and breeding farms, and to provide informational support for breeding and selection activities. The Ministry of Agriculture acts as the operator and system owner on behalf of the Russian Federation. Most information in the system is publicly accessible free of charge, except data restricted by federal legislation. The system includes multiple interconnected subsystems, covering registers of breeding animals, herds, breeding farms, breeding conclusions, species and breeds, calculation of breeding value, and technical support and security. The Regulation also specifies rules for user registration, access rights, data submission, content, and responsibility for data accuracy. Information is supplied by the Ministry of Agriculture, regional authorities, breeding farms, and certain related information systems, using qualified electronic signatures. Detailed forms, formats, and deadlines for submitting data are established in annexes, along with requirements for interaction with other federal systems and the information system of the Eurasian Economic Union. The operator is responsible for data storage in accordance with the national archival legislation, while data providers bear responsibility for completeness and reliability of submitted information.
