Flood Risk Reduction Plan 2017–2021.

This Plan provides a methodology for managing and mitigating flood hazards across the Republic of Slovenia. It identifies 61 areas of significant flood risk based on historical data and hydraulic modeling. It establishes a structured approach to protect human health, economic activities, the environment, and cultural heritage from the adverse effects of flooding. Management of water resources is organized according to river basins. The Plan coordinates activities across seventeen sub-basin units to ensure that upstream interventions do not negatively impact downstream communities. This geographical division allows for targeted technical solutions that account for the specific hydrological and torrential characteristics of different regions. Twenty distinct measures form the technical core of the Plan, ranging from non-structural prevention to physical protection structures. Priority is given to spatial planning regulations, flood forecasting systems, and regular maintenance of watercourses. The Plan emphasizes the use of natural water retention areas and the restoration of river ecosystems to slow water flow and increase storage capacity in a sustainable manner. Environmental protection is integrated into the flood management process to prevent the contamination of soil and water during extreme weather events. The Plan includes specific protocols for the safety of drinking water sources, including wells and boreholes, and mandates the monitoring of groundwater levels. All proposed infrastructure projects must undergo assessments to maintain the ecological status of water bodies and protect biodiversity in designated sensitive areas.
