Groundwater (Exploration and Drilling) Licensing Regulations, 2013 (G.N. No. 219 of 2013).

The Regulations, made by the Minister for Water under the Water Resource Management Act 2009, make provision with respect to various licences in relation with groundwater sources exploration and exploitation. These licences are Groundwater Exploration Licences, Groundwater Drilling Licenses, and Driller Licences. All such licences shall be issued by the Director of Water Resources, if specified conditions are met and after receipt of an application from the applicant in a prescribed form provided for in the Schedules to these Regulations. The licences shall be valid for one year and are renewable if licence conditions are met. The Regulations also provide for cancelation and suspension of licenses and appeals against decisions of the Director, and prescribe offences and penalties. The Regulations also prescribe the methods to be employed in ground water exploration activities. A Ground Water Drilling License shall be, for fee purposes, for one of two classes determined by the depth of the well. Any person who seeks or engage a person for provision of groundwater drilling services intending to undertake groundwater drilling shall obtain Groundwater Permit from the Basin Water Board prior to commencement of drilling pursuant to provision of section 54 of the Act and the Water Abstraction, Use and Discharge Regulations.
