This Decree establishes the State Plan for the Qualification and Strategic Development of the Mate Gaúcho Production Chain (PLANIMATE‑RS) in the State of Rio Grande do Sul. The Plan's primary objectives are strengthening, organizing, and modernizing the entire production chain of erva‑mate, from raw material extraction to final product delivery. The plan seeks to enhance institutional governance, improve coordination among stakeholders, and ensure that the sector is integrated into state development policies. It also aims to develop and maintain comprehensive information systems on production, trade, and consumption, thereby supporting evidence‑based decision‑making and strategic planning within the erva‑mate sector. In addition, the decree aims to promote sustainable development, innovation, and competitiveness of the mate sector by supporting agricultural best practices, research, genetic improvement, and technological development, as well as strengthening family farming and improving producers’ quality of life. It includes objectives to expand domestic and international markets, encourage consumption through cultural and educational initiatives, and foster integration between producers and industry. Through funding mechanisms, technical assistance, capacity‑building, and governance structures such as dedicated management committees, the plan positions the erva‑mate chain as a strategic driver of rural development, economic growth, and cultural promotion in Rio Grande do Sul.
