This Law establishes the basis for the regulation, monitoring, and promotion of energy efficiency across all sectors of the economy in Kosovo. It targets the entire energy chain, including primary resource extraction, generation, transmission, distribution, and final end-use consumption. It defines the roles and responsibilities of public institutions, private enterprises, and energy service providers to ensure a systematic reduction in national energy intensity. Central to this Law is the creation of the Kosovo Energy Efficiency Fund, an independent public entity designed to finance energy-saving projects. The Law provides a formal structure for Energy Performance Contracting, which allows private energy service companies to fund and implement efficiency upgrades in public and private facilities. Additionally, it introduces mandatory energy efficiency obligation schemes for energy distributors and retail suppliers, requiring them to achieve verified energy savings among their consumers. Public sector entities are assigned a leading role under the Law, with mandatory requirements to monitor and report energy data. Municipalities must appoint dedicated energy managers to oversee the consumption of local public infrastructure, such as schools and administrative offices. The Law also integrates efficiency criteria into public procurement procedures, requiring state authorities to prioritize goods, services, and buildings that demonstrate high energy performance standards. The Law regulates consumer markets by introducing mandatory energy labeling and eco-design requirements for energy-related products. Appliances and equipment sold in the market must feature standardized information regarding their energy consumption to allow informed consumer choices. Systematic energy audits are also mandated for large energy consumers to identify inefficiencies and establish baseline consumption metrics. The Law also coordinates with environmental authorities to ensure that energy-saving retrofits and thermal energy systems comply with national ecological and waste management standards.
