The purpose of this Act is to contribute to the development of the livestock industry through the stable production and quality improvement of feed by prescribing matters concerning the stability of supply and demand, quality control, and safety assurance of feed. The Act defines feed categories, manufacturing, importing, and sales activities, and assigns responsibilities to the Ministry of Agriculture, Food and Rural Affairs for feed policy, supply planning, price stabilization, safety measures, and financial support. It also regulates feed imports, registration requirements for manufacturers, feed safety managers, feed standards, ingredient registration, labeling obligations, and restrictions on harmful substances, contaminated materials, and prohibited feed uses. More specifically, the Act establishes inspection and oversight mechanisms covering feed testing, import declarations, quality control, hazard analysis and critical control management systems, sampling, reinspection procedures, and designation of testing and inspection institutions. Authorities may order recalls, disposal, suspension of business operations, or registration cancellation where violations occur. The Act also provides for information management systems, administrative supervision, hearings, delegated authority, criminal penalties, fines, and administrative sanctions for unlawful manufacturing, importation, labeling, distribution, or use of feed products.
