Climate Change Action Plan for the Agricultural Sector 2023 - 2027 Ministry of Agriculture and Cooperatives.

This Climate Change Action Plan for the Agricultural Sector 2023–2027 of Thailand’s Ministry of Agriculture and Cooperatives is a sectoral policy document at the national levele for strengthening climate resilience and reducing greenhouse gas emissions in agriculture. The vision of the Action Plan is: Thai agricultural sector has capacity and resilience to climate change, on the basis of information technologies and favourable environment. The policy document aligns with Thailand’s Nationally Determined Contributions (NDCs), carbon neutrality target for 2050, and net-zero emissions goal for 2065. It reviews climate change impacts, greenhouse gas trends, international adaptation practices, and the results of the previous Agricultural Strategic Plan for Climate Change 2017–2022. The Action Plan identifies rising temperatures, changing rainfall patterns, droughts, floods, and greenhouse gas emissions as major challenges affecting crops, livestock, and fisheries. It establishes five strategic priorities to fulfill the vision: strengthening adaptation capacity, reducing emissions across agricultural supply chains, developing climate-related databases and research, improving workforce capacity, and enhancing institutional cooperation and governance. More specifically, the Action Plan promotes climate-smart agriculture, alternative wetting and drying in rice cultivation, agricultural insurance, integrated farming, irrigation expansion, low-carbon products, reduction of agricultural burning, circular economy practices, greenhouse gas monitoring systems, and climate databases. It also sets measurable targets, including reductions in agricultural disaster losses, increased adoption of digital technologies, expansion of low-carbon markets, and annual greenhouse gas reductions from the agricultural sector.
