The Criminal Code addresses a wide range of general legal issues concerning criminal liability, penalties, sentencing, extinction of liability, and civil responsibility arising from offences. It establishes rules on aggravating and mitigating circumstances, habitual delinquency, prescription of crimes and penalties, execution of sentences, treatment of minors and mentally incapacitated offenders, and the application of fines and imprisonment. In addition, it defines offences against national security, public order, property, and morality. The Code provides for the crimes against property rights, arson (burning of agricultural assets such as farmhouses, plantations, mills, grain fields, pasture lands and forests) and destrcutive crimes, spreading of contagion among livestock, the use of poisonous or corrosive substances, and damage to waterworks and infrastructure used for public purposes.
