This Decree establishes the State’s Energy Efficiency Programme (Programa BRASÍLIA CONSERVAR). The programme will be implemented using existing structures in the public and private sectors, supported in terms of planning, implementation, institutional, financial, technological, managerial and promotional aspects. The Decree establishes the Programme Executive Group (GPC), aimed to: propose principles and targets for energy efficiency in the State; propose actions leading to the efficient use of different forms of energy; encourage the creation of energy conservation and rationalisation programmes, specific to each end-use; propose measures to encourage energy conservation; propose the adoption of minimum efficiency standards and norms that promote greater efficiency in energy use; carry out and promote the development of studies and assessments necessary for the rationalisation and conservation of energy; promote the dissemination of the concept of energy conservation at all levels of the Federal District’s education system; monitor, evaluate and promote the dissemination of the results obtained; act as an analytical agent for the financing of energy conservation projects.
