The Strategy analyzes the sector’s structure, domestic importance, and weak export orientation in the context of growing global demand for processed foods and evolving consumer and e-commerce trends. It sets a vision of a competitive, innovation-driven industry and focuses on three priorities: improving the supply of suitable raw materials, upgrading processing and quality/food safety systems, and strengthening trade support services for global market access. The Strategy’s action plan includes Research & Development and agronomic improvements, incentives for technology upgrades, skills development, stronger standards and laboratory infrastructure, cold-chain and common facility development, and targeted export promotion and investment attraction, guided by priority products and market analysis. Implementation is driven through coordinated public–private mechanisms involving a Sector Specific Council, Trade Development Authority of Pakistan (TDAP), and the Ministry of Commerce, with defined responsibilities, timelines, and monitoring, while also emphasizing Small and Medium Enterprises (SME) support, market intelligence, conformity assessment reforms, and logistics improvements to reduce losses and meet international stringent sanitary and phytosanitary (SPS) requirements.
