This measure establishes a Charter Notification Scheme requiring Commission Members to report details of vessels they charter from other States to ensure transparency and prevent illegal, unreported and unregulated (IUU) fishing. Notifications must include vessel and charter information and be submitted to the Executive Director, who shares them with relevant parties. Only eligible, non-IUU-listed vessels may be used, and their catch and effort are attributed to the chartering Member. The measure also requires annual reporting.
