Regional Maritime Spatial Planning Roadmap 2021-2030.

This document establishes a regional framework for maritime spatial planning for the period 2021-2030. It sets out a process for analysing and allocating the spatial distribution of human activities in marine areas and defines maritime spatial planning as a continuous and adaptive process. It provides for the implementation, monitoring, evaluation and review of maritime spatial plans. Under Objective 1 and Objective 2, the document provides for the development of a common evaluation framework with shared definitions, the compilation of information on national plan implementation, and the establishment of a regional follow-up system. It предусматриes regular exchange of information through regional bodies and the development of data systems ensuring availability and compatibility of spatial planning data. It also provides for the review of guidelines on transboundary consultations, public participation and co-operation, as well as the analysis of land–sea interactions and relationships with other policy frameworks. Under Objective 3 and Objective 4, measures include the updating of guidance on the application of the ecosystem‑based approach and the development of a regional framework for strategic environmental assessment. Actions cover cumulative impact assessment methods, identification of conservation measures in spatial plans, and development of spatial data and mapping tools. The framework also includes analysis of ecosystem services and marine and maritime activities. Objective 5 includes assessment of climate change impacts on marine ecosystems and human activities, development of approaches related to adaptation and mitigation, and identification of measures related to adaptive conservation. The final section establishes procedures for monitoring implementation, conducting interim and subsequent assessments, and reviewing the framework within the implementation period up to 2030.
