This Decree, implementing provisions of the Ordinance on Explosive Substances, provides for regulating import, export, transit, manufacture, sell, use, store, or possess of explosive substances. The Decree defines: explosive substances; inland waters; seagoing vessels; storage facility; transport. The Decree concerns: authorisation and permit to import, export, transit, manufacture, sell, use, store, or possess explosive substances; adequate packaging for transport of explosives; fire management measures; specific requirements for seagoing vessel loaded with explosive substances; safety measures during transport; prohibition to bring highly flammable substances into the vicinity of explosive substances; transport of explosive substances on inland waterways; land transport measures; construction of a storage facility; possession and sale of fireworks.
