This Conservation Measure (41‑07, 2025) regulates the exploratory longline fishery for Dissostichus mawsoni on BANZARE Bank (Statistical Division 58.4.3b) outside national jurisdiction for the 2025/26 season, defining the species, area and season and setting a precautionary catch limit of zero tonnes for Subareas, Subdivisions and Research Units (SSRUs) A–E. It establishes operational rules for gear, by‑catch management, seabird‑mortality mitigation, and vessel movement following seabird interactions. The measure requires each vessel to carry at least one scientific observer, submit daily and fine‑scale catch‑and‑effort reports, and ensure that any Dissostichus eleginoides caught counts toward the toothfish limit. Vessels must also conduct fishery‑based research, including biological sampling and toothfish tagging at a minimum rate of five fish per tonne, with tag‑overlap statistics calculated per SSRU. Additional provisions address data collection standards, timing definitions and reporting requirements for the operation of the exploratory fishery.
