This Conservation Measure regulates exploratory fisheries in the CCAMLR Convention Area by ensuring that fishing activities do not expand faster than the acquisition of scientific information necessary for sustainable management. It defines exploratory fisheries in relation to prior “new fishery” classifications and maintains such status until sufficient data are available on stock characteristics and ecosystem impacts to support Scientific Committee advice. The measure requires the development and annual updating of Data Collection Plans, submission of notifications and fishery and research plans, and sets precautionary catch limits based on data needs. It also establishes compliance obligations, including observer coverage, data reporting, gear restrictions, and exclusion of vessels engaged in illegal, unreported or unregulated fishing, alongside procedures for review and coordination within CCAMLR.
