This Resolution encourages the contracting parties and cooperating non-contracting parties (CPCs) to adopt and apply the guidelines on a harmonized environmental monitoring programme (EMP) for marine finfish cage in the Mediterranean and the Black Sea developed pursuant to Resolution GFCM/46/2023/6 as a common framework to guide the design and implementation of EMPs and report on their outcomes. EMPs shall at least cover standardized physical, chemical and biological parameters in water and sediments, and include environmental quality thresholds to ensure regional consistency and support evidence‑based decisions. Before designating new finfish aquaculture sites, CPCs shall conduct baseline studies to establish reference conditions, and ensure each aquaculture zone or producer operates under an approved and authorized EMP before activities begin. This Resolution encourages CPCs to integrate the guidelines on a harmonized environmental monitoring programme for marine finfish cage in the Mediterranean and the Black Sea into their national aquaculture strategies, marine spatial planning frameworks and regulatory processes, and to promote initiatives that align with the GFCM 2030 Strategy and FAO’s Blue Transformation objectives.
