This Conservation Measure establishes a CCAMLR notification system for transhipments within the Convention Area to enhance monitoring of vessels and strengthen control over operations that may support IUU fishing. It requires Flag States to notify and confirm transhipments in advance using standard templates, providing details on vessels, timing, location and quantities transferred, with specific advance notice periods depending on the type of goods. The Measure also establishes a Record of Carrier Vessels, with a requirement from the 2027/28 season that transhipments occur only with listed vessels, and mandates information-sharing, annual review by SCIC, and cooperation in surveillance and enforcement, while allowing for limited exceptions and confidentiality safeguards.
