Constitutional Law “On Halk Maslakhaty”.

The Constitutional Law establishes the legal framework for the Halk Maslahaty. It is created to broaden public participation in state decision-making, drawing on historical traditions of national assemblies and democratic principles. The Law defines its primary purpose as facilitating citizen involvement in key political, economic, and social matters, strengthening national unity, and supporting the country’s development. The Halk Maslahaty operates in accordance with the Constitution and represents the interests of the Turkmen people. The composition of the Halk Maslahaty includes top state officials such as the President, members of government, parliamentarians, judicial and security leaders, regional authorities, and representatives of civil society. It also includes permanent membership for the National Leader. The body is headed by a Chairman appointed by the President, who directs its activities and oversees decision-making. Its work is conducted through sessions held at least once a year, with decisions adopted by majority vote and possessing binding force across the country. The Law also defines procedural rules, including the right to propose issues, quorum requirements, and the role of its Presidium in organizing meetings and preparing agendas. The Halk Maslahaty has significant powers, including reviewing and approving constitutional amendments, shaping domestic and foreign policy directions, considering development programs, and addressing issues of peace and security. It may initiate legislation and review presidential messages. The Chairman exercises extensive administrative authority, while the Presidium manages organizational matters and coordinates activities. Supporting structures such as the administrative apparatus ensure logistical, analytical, and communication functions. The Law also regulates financing, relations with other state bodies and public organizations.
