This Order regulates certain ozone-depleting substances and products, installations and equipment containing or depending on such substances, in line with EU Regulation 2024/590. It covers controlled substances including CFCs, carbon tetrachloride, trichloroethane, halons, HBFCs, HCFCs and methyl bromide, subject to specified exclusions such as use as feedstock and certain medical products. The Order prohibits professional use of non-recovered controlled substances, restricts the use and filling of halons, prohibits professional export and sale of certain products containing controlled substances, and allows continued use of lawfully acquired products subject to specific restrictions, especially for halon-containing fire-extinguishing systems. It also requires recovery of controlled substances during servicing, maintenance or dismantling of refrigeration, air-conditioning, heat-pump equipment, solvent-containing equipment and fire-protection systems. The Danish Environmental Protection Agency is responsible for supervision, with assistance from customs and tax authorities and the Danish Maritime Authority, and may grant derogations in special cases. The Order provides penalties for non-compliance, including fines, possible imprisonment, confiscation or withdrawal of goods, and temporary prohibitions on relevant commercial activities.
