This Law establishes the Multi-Year Plan (PPA AP) for the four-year period 2024–2027, as the principal governmental planning instrument for guiding the implementation of public policies and allocating public resources over the four-year period. Its main objective is to promote sustainable development through a results-oriented approach based on citizen participation, territorial development, intersectoral coordination, and social and fiscal responsibility. The Plan seeks to integrate government action around five strategic pillars—social equality, sustainable economic development, sustainable infrastructure, justice and peace, and innovative governance—in order to improve public services and enhance the state's long-term development and sustainability. The law also establishes a comprehensive framework for the management, monitoring, evaluation, and revision of government programmes and actions. It aims to ensure coherence between the Multiannual Plan, annual budget laws, and sustainable development objectives, while strengthening transparency, accountability, and efficiency in public administration. The Plan introduces mechanisms for performance monitoring, periodic evaluations, public access to results, and alignment with the United Nations Sustainable Development Goals (SDGs).
