This Order sets procedural and payment rules for mink undertakings applying for indemnification and compensation following the culling of mink and the temporary prohibition on keeping mink due to COVID-19. It defines eligible mink undertakings, regulates advance payments for undertakings with own mink production in 2020 that seek compensation for permanent closure, and sets calculation rules based on the number of mink kits, the undertaking’s fur index, discounting, and possible reductions where the final compensation is expected to be lower or uncertain. It also requires consent from rights holders, auditor declarations, declarations on compliance with environmental and livestock permits, and compliance with EU State aid repayment obligations. The Order provides for a one-off payment of DKK 80,000 for closure costs under agricultural de minimis rules, compensation for fixed and necessary operating costs for mink undertakings wishing to resume production after the temporary ban, application deadlines and forms, declarations to be submitted, rules on non-set-off, repayment of undue or excessive payments with interest, and the condition that certain payments require European Commission approval.
