This Decree establishes the Maranhão State Action Plan for Climate Change Adaptation and Low Carbon Emissions in Agriculture (ABC+MA), within the framework of Brazil’s national agricultural climate strategy for 2020–2030. The decree seeks to promote sustainable, resilient, and competitive agricultural systems while contributing to climate change mitigation through the reduction of greenhouse gas (GHG) emissions in the state's agricultural sector. The Plan is designed to support Maranhão’s voluntary commitments to emission reductions and to align state agricultural development with sustainable development objectives. The Plan sets a target of reducing 31 million tonnes of greenhouse gas emissions from Maranhão’s agricultural sector and promotes the adoption of sustainable production systems and low-carbon agricultural technologies. Its objectives include improving agricultural management practices, reducing deforestation and the degradation of pasturelands, supporting research and capacity-building initiatives, encouraging adaptation of crops and production systems to climate change, and disseminating rural credit opportunities under the ABC+ (RenovAgro) programme. The decree also creates a State Management Group, coordinated by the State Secretariat of Agriculture and Livestock, bringing together governmental bodies, research institutions, universities, producer organizations, and financial institutions to oversee.
