This regional management plan for anchored fish aggregating devices (aFADs), developed under FAO and WECAFC, responds to the rapid expansion of aFAD use in the insular Caribbean and associated governance, enforcement, environmental and shared‑stock challenges. It aims to ensure sustainable pelagic fisheries and support livelihoods through an ecosystem approach, setting seven objectives covering improved governance, harmonized management measures, strengthened data collection and sharing, enhanced monitoring, control and surveillance, better environmental practices, socioeconomic support and science‑based research. The plan details expected outputs, activities, indicators and implementing actors, with prioritized timelines. Implementation is led by national authorities.
