Decree No. 36.578 establishing the Turiaçu River Basin Committee.

This Decree establishes the Turiaçu River Basin Committee in the State of Maranhão as a participatory institution responsible for the integrated management of water resources within the Turiaçu River Basin. Its principal objectives are to promote discussion and coordination among stakeholders on water-resource issues, formulate and approve plans, programmes, and projects for the sustainable use of the basin’s water resources, monitor the implementation of basin management plans, and propose measures necessary to achieve their objectives. The Committee is also empowered to mediate conflicts among water users, propose mechanisms and charges for water use, recommend exemptions from water-use permits for minor abstractions and discharges, and support the equitable allocation of costs associated with multiple uses of water resources. The Decree further aims to strengthen decentralized and participatory water governance through the involvement of state authorities, municipalities, water users, local communities, civil-society organizations, and Indigenous communities with interests in the basin. The Committee may establish technical chambers and subcommittees, support studies and research, encourage environmental protection initiatives, and foster cooperation among institutions engaged in water-resource management.
