Law No. 16.612 establishing the Programme to Support the Marketing of Products of Animal Origin (PACPOA-MS).

This Law establishes the Programme for Supporting the Commercialization of Animal Products (PACPOA-MS) in the State of Mato Grosso do Sul, Brazil. The programme is linked to the State Secretariat for Environment, Development, Science, Technology and Innovation (SEMADESC) and is implemented by the State Agency for Animal and Plant Health Inspection and Defense (IAGRO). Its main objective is to expand and strengthen the commercialization of products of animal origin produced by agro-industries located in the state, thereby promoting local economic development while ensuring that products meet official inspection, food safety, and sanitary standards. The Decree defines eligible animal-product agro-industries and establishes the conditions that municipalities must satisfy in order to participate in the program and undertake intermunicipal trade of animal products. These conditions include registration of the Municipal Inspection Service (SIM) in the national inspection management system and alignment of municipal inspection legislation with the State Inspection Service (SIE). The Decree also provides for administrative and advisory audits, requires compliance with applicable federal legislation governing sanitary inspection and animal health systems, and clarifies that participation in the program does not exempt beneficiaries from environmental, labour, or tax obligations.
