This Order establishes the framework for the creation, administration and public funding of coastal water councils (kystvandråd) to support efforts to improve the marine environment and achieve environmental objectives for specific coastal waters. The councils are composed of representatives of relevant organisations and associations and advise on matters such as the preparation and implementation of land-use transition plans, the identification of key challenges affecting coastal waters, the development of proposed measures, and the implementation of pilot projects aimed at improving water quality. The Order regulates the composition and operation of the councils, the role of participating municipalities, eligibility criteria and procedures for obtaining grants, funding for pilot projects, reporting and oversight requirements, and the reimbursement of eligible costs associated with council activities.
